Luxray PAL Swelling Flash vs Evolution Jammer

In my game today I was unable to put into play the Luxray from PAL with Swelling Flash after my opponent used the "Evolution Jammer" attack from Bronzong (Temporal Forces). I was behind on prizes, but the card would not let me put it into play.
I believe I'm supposed to be allowed to be when it has used "Evolution Jammer", since you do not evolve anything, the ability reads to just "put it onto your bench".
