If this has to be a live service app, I would personally prefer that only cosmetics needed to be purchased in this game. Everyone should have access to the same battle items and anything else that affects gameplay from the start. Otherwise there is always the threat of it becoming pay to win. The winner of any battle should be the one with the most skill, not the one who bought the most in-game currency or the one with the most patience to grind out items.
But its success will hinge on what the free to play path looks like and how generous the game is with its currency rewards. If you can unlock everything that affects gameplay relatively quickly and easily then it will probably be fine.
However, if it is necessary to buy items with real money or make the game your second job, I don't see how it will affect the online competitive landscape. The people who already tolerate Game Freak's nonsense to play official formats in the games will switch to this app, and those that just want to actually battle will stick to fan alternatives.
It would essentially amount to yet another Pokémon tax on the people who already pay the most.
