So with new DLC being released, a lot of other players have experienced some weird issues regarding events like weather not being triggered. This is an odd bug that prevents some events from happening until some early story advancing steps are taken in the DLC's story. (For example, a Reddit user wasn't able to experience time-distortions until they advanced the questline) There are also some "Weather Locked Zones" around Hyperspace Lumiose where weather is fixed or not triggered at all.

You can try restarting the game, or reinstalling to see if that fixes the issue! I hope this helped!
