Have you tried reinstalling the software and DLC on your switch? This will reset any bugs that might be occurring. (You can do this by deleting the software and installing it again) Or you can try moving to a different wild zone to try and force a weather reload. Also make sure that both your software and firmware (switch console itself) are both updated! Restarting the game is also a common fix if you haven't already tried that.
