Competitively, they're about even with Ditto having one more notable finish in a Tournament than Smeargle(15 to 14). That said I wouldn't use either of them despite how strong they are from a supporter or annoyance standpoint.
Overall I have a soft spot for OG Tauros but if we're looking at modern day best Normal Type, it's Mega Kangaskahn hands down.
