You're all wrong.
The correct answer...is Minior.
The Shiny Sparkle doesn't show when you run into a Shiny Minior, BECAUSE it's in it's shell armor state like every other Minior! You won't know it's a Shiny unless you get it to half health when it breaks and reveals the black mutli-colorspotted Minior underneath!
I speak from experience, I caught one once in Moon and didn't even know it was Shiny until I saw the red star icon in it's Pokedex entry XP

While you may not know at first encounter, you WILL know after you see it. My Alolan Vulpix is so subtle that I literally didn't know I had caught one until after the fact. The only tell is their eyes for the most part.

You both have a point, but again, note that again, the shiny sparkle DOESN'T come out for it at the start of an encounter, unlike Shiny Vulpix. So if you're just running around waiting for that sparkle, you might risk bypassing a Shiny Minior without even nowing UNTIL you're too late.
