Weeeellll here in the USA, college and University are both also used.
I graduated from a University, but that's also interchangeable with college.
Typically, a four year-degree (a Bachelors) for undergraduates is obtainable via a University (or Masters or Doctorates for graduate students), whereas two-year Associates degrees are generally obtained via a Junior College or community colleges, which people tend to go to for those smaller degrees or to save money and/or to complete their GE units (general education units usually pre-major) prior to transferring to a four year university.
Junior colleges and/or community colleges also have a lot of attendees who just go to take a class here and there for personal growth & enrichment or certifications.

Maybe it's a local thing?
Or maybe I hear it and have seen it used as more like a title like "I'll meet you at the university library" or the general form "I'm going to college after I graduate from highschool."
I guess it depends.
I do know some people get offended if the proper term isn't used because University sounds more prestigious and implies a harder workload, whereas other people could care less and use them interchangeably.

Also, some cites have both a college and universities in them so there the distinctions are more emphasized, probably due to local rivalry.
