You can share cards too. 🙂. Hopefully you'll receive some in return.
I don't spend money on TCGP. I just do the missions and events to earn stuff.
There's no rush on when to complete dexs either. Since there are sooooooooo many cards, I would think you could pull together a couple decks without needing the Deluxe packs. My favorite EXs I got from random booster packs.

Because they contain a quick grab at all of the older meta cards. Instead of that you are busy pulling from individual older packs instead of the also strong new packs. You have to make several choices instead of just a few (Deluxe, and a couple new pack for whatever is currently new). I'm not saying you can't do it without but it's a huge disadvantage vs the alternative of having played consistently for over a year.
Sharing is hardly better than trading too. You'd at most get 30 cards (15 unique when you need 2 per deck) a month you can use and that's only if you go out of your to ensure you get a favourable share. Certainly helps but yes is slow. Shares are helpful for sure but even for a consistent player you have to be careful about what you share for in order to gain a card profit.
I have not and will never be starting over but all of this is said is in relation to having played consistently since launch.

Actually yeah, that's why when the Deluxe pack came out I focused solely on those for openings .. to grab all the EXs I could since I hadn't had to many.
But still, you don't have to have every card to make an awesome deck and to have fun with the game 😎.
Now I have no clue if you mean like on-site competitions or just the regular rankings and emblem tournaments in game that are for fun, if you mean like you're trying for the championship at such and such location, yep, I don't know what you need to have.
But for us average/normal trainers playing the game (TCGP) for fun...
Well, a lot of us enjoy opening a couple packs a day wondering what we'll get, and building our dex over time, just as if we were purchasing it in the physical world (aka rl).

I guess the question that should hopefully answer the OP is, @Hades0918 , now that you HAVE redownload it, are you glad you did so, or are you finding it to tedious to "catch up"?
