Deck that can beat Megas without Pokemon with a rule box.

I have a challenge for whoever wants to do it.
A bunch of people think that Mega decks are to overpowered so the challenge is to make a deck without any Pokemon with a rule box (Mega, EX, V ect.)
I am trying to do it so I will probable post a deck soon in the comments.

i think mega decks are not even that good. the gardivor ex deck is still on the top. so i think that it will beat it easy
