Some people say the legends games are a spin of and some say its not. I think if it adds pokemon and its on the nintendo consle its not a spin off.

Then Pokemon Picross and other similar games are not spin offs then.

They add a lot of things like legends arceus added alphas and catching outside of battles and new pokemon and pokemon forms and new pokeballs and pokemon able to hurt you.
