Comfey (Flower Selecting) Minor Bug

So I ran into a kind of edge case bug where my opponent, playing Lost Box, used Comfey with only 1 card left in their deck. Based on the wording, it seems like it does require 2 cards in the deck minimum to activate and resolve as it is not a draw effect and does not have the wording "if the deck contains less than 2 cards" or something to that effect, so I assume this is a bug.
