Worst Team/Villain

Not worst as in most evil, worst as in which one sucked the most.

At least Team Star had a story. Team Yell were basically roadblocks.

In terms of methods and ideologies, Team Galactic. They have the most outrageous plan, yet not enough resources and strength to accomplish said plan. Their Grunts have Wurmples, for crying out loud…
Their plan was faulty, and had way too many instances where something could easily be stopped and derail the whole operation. They had no contingency plan whatsoever.1 -
In terms of “evil team”, yes. But I wouldn’t really consider them antagonists—more like mild nuisances.

Oh yeah, I think the most evil is probably Flare cause rather than wanting to create new worlds and whatnot they literally wanna wipe the world clean and kill everything that lives on it. They are true antagonists, but then again Team Rocket is not really an evil team, they are the mob so they are more realistic antagonists.

"Evil" teams just feel like an obligation at this point. Simply there because Team Rocket were there in the first game.
Team Skull were a joke and essentially a misdirection, Team Yell were simply a nuisance and Team Star are barely even antagonistic to the player. If the plot didn't force you to fight them you could easily have ignored them entirely.
Why even bother with the whole "Team"/団 designation? Besides because it is a lazy excuse to have a bunch of generic NPC antagonists with one of two models for the player to fight.
Never mind. I answered my own question.
Anyway, I would definitely have to say Team Yell. They barely serve their own cause. I don't even know why they are designated a "Team", again beyond the obligation for Pokémon games to have an antagonist team.
