(Bug) Cynthia does not work on new Garchomp

I used Cynthia on the turn I was about to attack a full HP Darkrai, I did 100 damage instead of the expected 150

    I wonder is it because it doesn't state those pokemon in ex form and it's not an actual bug?

    Cynthia only works on base Garchomp and Togekiss, it does not specify that it works with Garchomp EX.
