I think the 10 years old requirement is an anime only thing, but I haven't checked Red and Blue's manual in literal decades. There could be some lore about it there.
As for Poppy, she looks young, but people age and grow at different rates in the real world. I've known primary schoolers who could pass for teenagers or even young adults, and university graduates who could pass for primary schoolers.
There are trends and averages when it comes to humans, but there are always going to be outliers, exceptions and outright subversions.
Also, child prodigy and adult who looks like a child are common tropes in Japanese media, and beyond. Poppy makes total sense to me.

Only the anime ever said anything about a minimum age for trainers, and it was for getting a starter and Pokédex. In the games, there isn't one as evidenced by a ton of preschooler trainers (even one who tries to beat you and become champion in Alola suggesting a lack of a minimum age for the league as well). The reason we haven't seen many little kids being champions and Elite Four so far is because kids are stupid and most people need to be a bit smart to get good at battling.
But also Poppy does look a lot younger than other characters near her age. She also has never went to school and still speaks like a toddler. Which is kind of concerning because what is Geeta even doing Poppy's supposed to go to school, even if she made a decision for herself she's not experienced in life enough to know right or wrong, or good and bad decisions. This (meeting less people around her age and probably not knowing basic knowledge) is something that can have a really negative effect on a person that could last a while.

According to an Indigo Disk heart-to-heart, Poppy is 9 years old (but looks and acts just a little over half her age).
However, a model comparison in Masters EX shows she's somehow just over half the height of eternally 10-year-old Ash Ketchum.

Yeah except that she still look like a toddler and act like one too. On top of that, I intend to break the forever 10 years old paradox for Ash.
