Bugs rates or fake rates?

to get it in 100 packs has a high probability of happening but isn’t guaranteed because in reality the mean is 100 and the standard deviation is undefined since we don’t have the data 100 is not the max but the mean if you still are confused consider checking out a video or two talking about statistics

Yugioh Duel Links packs are different. They use virtual boxes, and there is 1 copy of each ultra rare in each virtual box. Same with 2 super rares, etc.
You are pulling from a fixed pool with one guaranteed copy of the UR you want.
Pokémon TCG Pocket does not work that way. It's not even like the physical card game where there are copies of every card distributed throughout the entire physical print run.
Each pack is randomised. You have a chance of pulling certain cards on average. That means that if a million people opened 100 packs, on average most people would get 1 copy.
Some people could get 2, 3 or even more. One lucky person might open one in every single one of the 100 packs they open. But some people will get 0. You unfortunately might be one of them.
You are NOT guaranteed 1 copy of any card in 100 packs. This is NOT Duel Links. They use different systems.

I am not sure how you define "real rates" and "fake rates", but there is no set pool of cards, physical or simulated, that the packs pull from.
You are not guaranteed to get any 1 in 100 card in 100 packs. End of story.
I don't mean to be rude. I don't know if you are too young or there is some kind of language barrier, but I don't know how to make this simpler for you.
