Bugs rates or fake rates?
I open 136 Mewtwo packs only, but I don't get Vaporeon card.

Because it's definitely not a bug or fake pull rates… those pull rates are the probability of getting that card… essentially, if you have a card with a pull rate of 10% and a card with a pull rate of 1%, you are more likely to get the 1st card in each pack.
But if there is a 1% pull chance you are not guaranteed to get the card in 100 attempts or even 1000 attempts… that's how probabilities work, simply put it can only predict how likely something is to occur (it's never guaranteed, unless it's 0% or 100%, everything else it's just a prediction about how likely something will happen).1 -

Does this mean I’m unlucky since I got 2 duplicates of certain ex’s no of course not like everyone has said 1 in 100 is not guaranteed pull rate have you ever seen someone shiny hunt where the odds are 1/4096 or 1/8192 how often do you see someone get exact odds not often for the most part you see someone go under odds or over odds yesterday I watched 2 videos of 2 immensely different hunts one was in swsh someone shining hunting helioptile and got it in 175 tries then I saw someone try and shiny hunt a rattatta and didn’t find that rattata til over 18000 attempts

Lets try a simple way to understand probabilities...
Imagine you have 10 balls in a bag: 9 are black and 1 is white.
Now you have to pick 1 ball (then after you look at it put it back in), the probability of getting a white ball is 1 in 10 (or 10%) and the probability of getting a black ball is 9 in 10 (or 90%).
This means you are way more likely to get a black ball, but there is the possibility that after you pick a ball from the bag 40 times you still only get black balls, or the opposite too... in those 40 attempts you could always get the white ball... even though it's less likely it can still happen.
In TCG Pocket a card pull rate is the same... those probabilities just tell you what is more/less likely to get.

By any chance have your teachers not covered probability in maths class yet? Maybe after winter break, eh?
The probabilities provided are the average chance of pulling a certain card across 100 packs. It does not mean that every 100 packs you will find a certain card.
Some people might get lucky and pull 2 or more across 100 packs. And some people might get 0.
If someone tosses a coin twice and gets heads both times, it does not mean that the odds of tossing heads is 100%.
