What you're missing is that they'd have to make a new game no matter what, since no company would elect to try working on this code. There's also little reason to believe that Pocket was made in response to Live. That would be a pretty short development timeline.
None of this has anything to do with your anti-expanded conspiracy, though.

I'm frustrated about the lack of BW/XY cards still not being available after all this time, especially after they had stated those cards would become available when they were offering the account migration from Pokemon TCG Online. At this point I'm convinced they just said it to encourage people to move to Live at the time.
