Sometimes it's justified to secure a victory. Sometimes people want to experiment with cards secure in the knowledge they're about to win. Sometimes people may genuinely misread the board and not realise that they have already won. And sometimes, heavens forbid, the worst possible thing happens and people are having fun.
Sure, it can be done provocatively to try and upset an opponent, but why assume malice when it could be many other things? I think you are just going to make yourself miserable with that mindset.
What would be your solution? Force an automatic win on the player if one attack would finish the game in their victory?

Tbh online most of the time the opponent does that it's just to be anoying or to do the most damage possible.
But if it's the game winning play usually the other person will concede before the attack… so it balances out the overall annoyance level for both sides lol

Ive lost a few games because i thought "im going to win in this turn i dont need to pull every ability and use every trainer" and then not realize that i screwed up my math and missed the ten damage i needed, lose my sweeper by an amount that could have been saved by bravery charm or switch cart, and then get reverse swept

It depends on the situation. Sometimes finishing the game as quickly as possible the second the opportunity arises can be the best play.
But equally, sometimes caution is warranted and it is better to take the slower, more cautious line of play to secure victory.
You don't want to waste anyone's time, but equally, you do not want to throw away a win with a hasty play.
