Elesa's Sparkle can only select benched Pokemon

It does not allow me to select the active even when it is a Fusion Strike. In-game message when playing the card says "Select up to 2 of your benched pokemon."

    In addition to this. If you only have a loan FST Pokémon on the bench and Elesa's Sparkle. It will skip the step on picking 2 Pokémon and you can still select 2 energies. When you select 2 energies they both get attached to the loan FST Pokémon on the bench.

    same here It only allows bench attachment.

    Even if you have more than one benched pokemon, the game also allows you to use Elesa's Sparkle to double attach fusion energy to one benched Pokemon by only selecting one of them and then taking 2 fusion energy from the deck.
