Chien-Pao ex Won't Attack, even with 6 water type energy cards

I was play-testing an upgrade for my Palkia deck, when the game refused to let me attack with Chien-Pao. I had attached my 6th energy to it, but the game simply would not allow me to attack, causing me to lose the match.
Has anyone else encountered this problem?

@TechHog I was playing against a Radiant Charizard deck. I had 6 prize cards remaining, and type advantage. I had Chien-pao active and six water energy attached, and there were no debuffs active that would have prevented me from attacking.
