You're conquering the Pokémon world. Where do you start?

Kanto has Red and Blue and some somewhat strong trainers. Johto is a good option but it's right next to Kanto. Hoenn seems like a good option but it has scary Legendaries and some strong trainers. Sinnoh is the absolute worst option due to Cynthia and literal Arceus and the Legendaries. Unova has too many strong trainers. Kalos would be a good option if it weren't for the Legendaries there instantly making it one of the worst choices. Alola has quite a few strong trainers. Galar has Leon and the dogs. Paldea has Nemona and a few other strong trainers.

First, I'd gather allies and spies around the earth and make sure they're strong and that no word of what's happening is leaked. I'd wait for Red and Blue to go on vacation, then take over Johto, then Kanto, and attempt to control any Legendary I can find to make conquering regions with stronger Legendaries easier. Before I'm noticed, I'd make sure no mail or messages or calls can be sent out, and I'd try to find a way to make sure no one gets suspicious of what's happening, and I'd be using as much time as I have to train so I could handle stronger trainers. After that, I'd have to head to Hoenn, as conquering regions far apart too early could be risky. If no one has Rayquaza, I'd destroy Sky Pillar, in a way that seems like a natural disaster if possible, but if it's not possible, it's not a big deal. If someone has it, I'd try to defeat the person in a human battle instead of trying to fight Rayquaza. If someone has Groudon and Kyogre, I'd rather fight the person, but if I have a Johto or Kanto Legendary, I might fight them in a Pokémon battle. After that, I'd leave the most trustworthy and strong Johto/Kanto/Hoenn trainers on my side in that area, with the strongest being near Sinnoh, and make a strategy to keep Cynthia away (inciting chaos in Sinnoh, in a way no one would be able to tell I caused it, should probably be effective). After this point, trainers would stop being a threat, or at least become smaller ones. I'd leave to get Alola first, then Unova. After those, I'd go to Paldea, then Galar. Once I've collected enough Legendaries, I'd head to Kalos, and defeat Xerneas/Yveltal/Zygarde, the 2nd biggest threats, only less dangerous than the Sinnoh Legendaries/Mythicals. I'd then, finally, head to Sinnoh.

My strategy for gathering people and conquering would probably involve sneakily pushing lots of propaganda to get more people strongly against the league/champions of the region to make them take my side, and lots of lies. I probably wouldn't do this if I was in the Pokémon world, though.
