YES!!!
That's how I play... I downloaded Minecraft Pocket Edition via GooglePlay.
Warning, it takes a lot of memory and for some mobiles, too many mobs in compact areas cause lag and crashes (it kicks me out, aka getting booted).
Otherwise it is fun, but there was a UI (user interface) learning curve because I was also used to the PS3 version with a remote controller.
I do like the portability of having it on my phone, however if you have access to a PC (personal computer) I've heard it is better on there, if you have the right set up. (Talk to @MonstaDash for more info. He knows a lot!)

They can be both cheap and expensive, depends on if you know where to cut costs. I built a PC that can play Doom (2016) for 160$, I haven't tested it with Minecraft but I think it won't have problems with it.
