I mean, I guess it depends on what you're looking for. I've pretty much always seen Torkoal for sun and Pelipper for rain, but I don't see sand or snow very often. I'm pretty sure Torkoal is a pretty good Eruption user, especially with Trick Room on the team, and Pelipper can learn Tailwind, which benefits your whole team. Take from that what you will.

also its for dragonite. i need special moves for the mega and sun for the ice types

Alright! I'm no Pokémon master, but I'd say Abilities are the way to go. There aren't many Pokémon that can learn all three of those moves that also don't take chip damage from Sandstorm, and aren't weak to Fire or Water. Plus, if you have all the moves on one Pokémon, if that Pokémon faints, you won't be able to manipulate the weather anymore. Additionally, you want Abilities rather than moves because you don't want to spend an extra turn to set up the weather after switching in.
In most competitive double battles, you can use up to four Pokémon in a battle, so that works nicely! However, you may want to consider that it's probably not a good idea to only have one attacker, because then if the opponent defeats your main attacker, they've practically won.
Torkoal, Pelipper, and Hippowdon can all set up weather with their Abilities, and can all learn Weather Ball! This means that even in singles, where you can typically use three Pokémon, your team will still work! Additionally, all three are in Champions, so there's that, too!
I'm not sure how much I can help with movesets, but this is still something to consider!2 -

First thing that comes to mind is Flygon, because of some battle I did, but I'm not sure how helpful he really is…
