There is no reason it shouldn't be available
It is a starter Pokémon and has Mega Evolution
Those two features should practically have its place secured

is ai and can be wrong. some people data mined it (looked in its file) and found all the pokemon in it. i need to find the image. all i can remember is that ditto and the kanto starts in it
