Why didn't the Gen 2 get a Pikachu?

    Gen 2's Pikachu was Pikachu. You can still go to Kanto. The games were made during a time where Gold and Silver could well have been the last Pokémon games and the conclusion to the series. Why replace your mascot in your grande finale sequel game?

    Besides, Pichu is technically the new Pikachu of gen 2, even if it is the same evolutionary line. The introduction of breeding was revolutionary back then, and Pichu (alongside Togepi) were the face of the mechanic.

    "Pikachus can breed and make this little baby form." Easy to understand for fans coming from a game where the only way to acquire new Pokémon was to catch them.

    But partner Pikachu isn't a first stage evolution and Pichu is not in Kanto. If I got this wrong then so do you.
