ok, got one I found in Wild Zone 3, at Lvl 8 ( is that you need to get Pikachu and Raichu to level 100 to get them to learn Volt Tackle and I am not kidding

no. Shiny hunting has slowed down

Hyperspace does not get you a lot of duplicate shinys
