Tangla → Prof. Tangrowth (Grass/Psychic)
Lvl up After Using A Psychic Type TM on it
Pikachu → Peakychu (Ghost/Electric)
Use A Moon Stone When it has 0 HP
Snorlax → Mosslax (Grass/Normal)
Use A Leaf Stone Near A Moss Rock
Smeargle → Smearguru (Normal)
Lvl Up when knowing

This is true, prior to Generation IX, where it's only learned at level one, as you can simply have Smeargle relearn it whenever you want it to. However, in Generation IX, Smeargle still can't have multiple copies of the move at once, and, I will say I haven't tested this, the only pre-SV game I have that Smeargle is obtainable in doesn't natively have Smeargle in it, even in previous generations, I figure it's probably the same as other moves that a Pokémon learns multiple times, as in, it tries to learn the move only if it doesn't know it.
