Stuck at 7/40 "loading data from server after new update.

I have all so just Windows Defender and I am on Windows 8.1 and have tried disabling it and still nothing it just stuck on 7/40 and just keeps repeating itself so have tried uninstalling and installing it on other external hard drives and a removable one but nothing is working and delete cache change location of folder but still too no luck.

If only every program made with unity would spontaneously break after updates, we'd get some progress.
