This isn't true. Both Ho-oh and Lugia are catchable in both games. It was only in gen 3 that legendaries became version exclusive.

Yeah I didn't play Gold that far since my friend owned it. Got about as far as the 8th Gym but did manage to do Ho-Oh. Never got around to see if Lugia was available. I did a search though and found this:

In Pokémon Gold: You cannot catch it(Lugia) during your normal playthrough. You must wait until Post-Game.

Crystal permits both, as do the remakes(HG/SS) but the box legendary is obtained through the story(hence why I got Ho-Oh on Gold) while the other is available Post-Game.

So if what I'm reading is accurate in any way, then technically I'm not wrong because I didn't get far enough 😇

Is the post-game not still part of the game?

It's not even like today where you might need to download updates or DLC to catch certain legendaries. Both were on the cart from day one, the version only changes which one you have the opportunity to catch first.

It's okay to admit you didn't know something or made a mistake. You don't have to be "technically not wrong" about everything. We're all human and we all get things wrong from time to time. I won't think any less of you for admitting it. In fact, I think that's more admirable.

I picked Ruby cause that is my favorite region, and when I was happy for Torchic and its evolution line.
