Why not have both, sure scaling the rooftops is cool but its not as immersive as being able to actually enter and interact with the inside and outside of buildings. It was cool how at nighttime you could have rooftop battles (and they didn't bring back sky trainers? missed opportunity) but it is also cool how in previous games the buildings were fleshed out and it felt like a real building you would expect in a real town.

I’d rather them put more time in graphics gameplay story then after that work in the buildings

I mean world design is a very important part of any game to ensure that the world feels real, like something that people would actually live in. And for a game with such a small map it is a critical component. Don't get me wrong the rest are equally as important (and still a bit lacking in some parts) but for a game that has you explore this city as the entire game having a very well fleshed out city seems like something critical to have, not just a city that is decently done on the outside (yes decently, it's fine to explore but nothing remarkable)).
