According to who? Was this from a children's or gaming magazine? When was this poll conducted? Likely around Scarlet and Violet's release given the prevalence of Paldea Pokémon. Recency bias always has an effect on these things.

But they’re are some pokemon they’re that are not recency bias like Tinakton is still one of the most popular in japan
And also the pikachu clones for some reason

Thats probably where most points come from
And also the Pokémon that would be the highest would probably be based off the forms (Best mega best gmax)
So the Pokémon without all the forms would be lower

I've seen the video, he ranks each Pokémon in three categories, and while one of them is competitive viability, the other two are just how much he likes the design, and how memorable it is.
He also averages out the score with two other people's scores to get the final ranking.0 -
