Because I had nothing better to do, I decided I'd look through the entire image!
There appears to be most Pokémon in the image, but I do have some notes. The list of Pokémon I could not find in the image will be below.
It's one of every Pokémon on there, except Deoxys, which there are four of, and Tatsugiri, which there are three of. For each species, each of them is in a different form, and they all share a sticker.
Palafin is represented with its Hero Form.
Ponyta is represented with its Galarian form.
Exeggutor is represented with its Alolan form.
Basculin has a red stripe.
Scizor and Aggron are Mega-Evolved.
Flabébé, Floette, and Florges all have red flowers.
Giratina is represented with its Origin Forme.
Pyroar, Meowstic, Frillish, and Oinkologne are all male.
There is Japanese text below Skeledirge, saying its Japanese name. There's more beneath that, but it's too low resolution for me to read.
Raichu is represented with its Alolan form.
Oricorio is in its Baile Style.
Urshifu is in its Single Strike Style.
Sawsbuck is in its Spring form.
Vivillon has its Meadow pattern.
Alcremie is Vanilla Cream with a Strawberry Sweet.
For several reasons, mainly the lack of Pikachu and how cut off the stickers at the top are, I feel like this came from a bigger image and was edited down for use as a banner.

So, an update, at the bottom of the page, you can see the upper portion of the same banner. It's a bit smaller horizontally, but I was able to find most of the missing Pokémon.
