Spiky helmet not return damaging

this might be a dumb question, but I have a spiked helmet on Regirock. Regi takes 20 less damage from opponents attacks, and the opponent is a pachirisu which does 10 damage. Is it normal that the spiked helmet does no return damage? I feel like this shouldn’t be the case so I figured I’d ask anyway.
