Why are There Two Johto Starters?

On February 27th, Pokemon revealed that PLZ-A would feature Tepig, Totodile, and Chikorita as starters. That means that there are two Johto starters. I'm happy to get them, but I don't understand why Nintendo did it this way. My best guess is that they wanted to take the less obvious route. What do you all think?

    Perhaps they wanted to throw a wrench in the current presumptions of anyone looking for patterns in present and future starter selection or game releases.

    My guess would be that they want to give alternate forms to the Johto starters that didn't get one in PLA, along with another one of the Unova starters.

    I wouldn't be surprised if Snivy features in one of these games at some point to complete the trio.

    Probably because cyndaquil is in legends Arceus, they wanted to finish the trio.
