Amazing Rare Raikou not hitting weakness

For some reason amazing rare raikou isn't hitting weakness to the active, its move only doesn't hit weakness to bench pokemon but the bug has costed me a few matches.

    Was this against Lugia? If so, was Dunsparce in play on either side?

    Benched Pokemon are not affected by weakness or resistance. as a game rule.
