Are we assigned a "luck state" per pack, or is it truly random?

It feels as though each set I'm assigned a luck stat. For some packs I am consistently getting good luck, and for some packs I'm consistently getting bad luck.

For example, in the current Deluxe Pack EX set, I feel as though I am locked from getting any good cards, I have opened so many packs and have not gotten a single full art EX, whereas a lot of my friends have at least received one.
