Where do we submit a complaint about this shiny Miraidon and Koraidon event

It seems like my local GameStops (Salt Lake and Davis counties in Utah) are not the only ones that got too few codes for shiny Koraidon and Miraidon downloads to give out past the first hour they were open. Is it true there's a place on the Pokémon website to post an official complaint and sway them to do a more reasonable distribution? These are the coolest shiniest is a long time and it'd be a shame if we don't get to enjoy them.
