Indigo League: Episode 58(60 in Japan) in Beach Out Blastoise is first instance.
Orange Islands with the first Gym Leader is the next instance. Episode escapes me.
Johto League Silver Conference: Ash vs. Gary(Charizard vs. Blastoise), Episode number escapes me
Blastoise isn’t seen again, afaik, until Kalos with Tierno in Episode 90 or so? It’s just before Serena’s 2nd Princess key Episode. Then there’s the Kalos League Episodes where you’ll see Mega Blastoise. I know May gets a Squirtle but it only reaches Wartortle when she returns during Sinnoh. Outside of that… don’t recall anything for Unova, Alola or Galar.

I’ll add there is technically an instance of Blastoise earlier in Indigo League but it’s a giant Robot and not the actual Pokémon. For Episode number… I want to say 17 since it was after SS. Anne. The Orange Islands episode is called Fit To Be Tide and is the 5th Orange Islands Episode or right after Ash catches Lapras. As for Kalos, it’s Episode 42 of Kalos Quest named Tag Team Battle Inspiration. Serena wins her 2nd Princess Key the following Episode and the Season wraps up with Annistar Gym Battle against Olympia.
