Flying Pikachu Bug
For some reason every once in awhile the attack effects for flying Pikachu Vmax doesn't work properly. its supposed to nullify any damage from basic Pokémon but it doesn't if someone escape ropes it and then brings it back into the active spot with boss's orders. If that's by design its pretty stupid. The card says for the next turn basic Pokémon can't inflict damage on Flying Pikachu Vmax. not for the next turn unless its removed from the active spot.

That is by design. All effects of attacks are removed when switching to the bench.
This also applies to "can't attack next turn" effects, just to save you from making that particular "bug" report down the road.

It's not a bug, it's in the game rules.
When your active Pokémon is moved to the Bench, it loses all effects of attacks, including your own (see Retreating section of Pokémon TCG Rule Book).
