Have trade requirements changed?

I’m trying to trade my partner a rainbow rare I just got, a duplicate of Passimian, for his duplicate interactive rare Buzzwole. I’m not sure if it’s cause one or both of the packs they come from are too new (or just a interactive for interactive only, same with rainbow rare type situation) but my main reason for asking here is because before the token to shine dust update he was able to trade the Buzzwole and am unsure of what the issue for trading these cards would be as the only thing stated in game is “you can’t trade this card”
