Glaceon’s Permeating Chill

The attack states “At the end of your opponent’s next turn, put 9 damage counters on the Defending Pokémon”

Permeating Chill does 30 damage by itself. So if the 30 knocks out the existing defending Pokémon, would the 9 damage counters go to the next active Pokémon?

Additionally, if the original defending Pokémon knocks out Glaceon instead, would the 9 damage counters still be placed with Glaceon being knocked out? I’m thinking so, but wasn’t as sure on the first question

Permeating chill places an effect on the pokemon that it hit by it. When that pokemon is knocked out, it takes the effect with it. If that pokemon goes to the bench, the effect disappears.

What glaceon does after using the attack is completely irrelevant.
