Why does Rare Candy work on fossils?

Rare Candy’s text states ‘Choose 1 of your Basic Pokemon in play…’
Fossils aren’t Basic pokemon, they’re Items. So, why does Rare Candy work on/with fossils?

Fossil it's a "special" item it literally says: "Play this card as if it were a 40 HP Basic Colorless Pokémon...". So of course you can use Rare Candy, like you always could for years even in the original TCG.

It's an item in the deck and a Pokémon in play. It's not that complicated.
If they really wanted it true to the games, you'd need an item or supporter to bring them back to life (if that's what is even happening). But when adapting a video game into a card game, compromises are going to have to happen in some places. Fossils would essentially be unplayable compared to regular Pokémon, unless you made them extraordinarily powerful or gave them some unique utility.

Because a fossil it's only considered a Pokemon like card when it's in play (bench and active spot), not in your hand nor in your deck or discard pile... in those situations it's just an item card, so you can't use "Poke Balls" to get it.
