Forrest Seal Stone working through path to the peak

Why are you allowed to use forrest seal stone while path to the peak is active? It can only be attached to pokemon with a rule box (V pokemon) and it is THAT pokemon's ability. Is this a bug or bad game design?

    This isn't a bug. Path makes it so that Pokémon with rule boxes don't have any abilities. Forest Seal Stone states that the Pokémon it's attached to can use the ability, not that it has the ability. The tool has the ability, and as a result it doesn't interact with Path.


    You might not like it, but it's not bad design.

    It is a good question. Below is the official answer from PTCG Rulings Compendium:

    Q: Can I use Forest Seal Stone's "Star Alchemy" Ability if Path to the Peak is in play?

    A: Yes, you can. It's not an Ability the Pokemon has, but it's an Ability the Pokemon has access to.
