Burn damage not being calculated correctly

I was playing Lost Origin Pyroar and JTG Magmortar, Pyroar states you put 4 damage counters in burnt pokémon instead of 4. Magmortar states you put 3 MORE damage counters in burnt pokemon. By all logic they should stack, but instead one was taking precedence over the other
