One star shiny cards shouldn't be on God packs

A friend and I were talking about the shining cards, specifically the 1 star shiny, on tcg pocket and how, today, they lower your luck.
For example, I never got a god pack (sad).
But today, if I get one, there is a chance that pokemon, that in reality are 1-2 diamonds, come in the pack but in their shiny version. And that's pretty unfair.
I know that regular 1 star cards can also be in the god pack, but there are fewer of then.
We talked about this yesterday, and today some dude post in a whatsapp channel, that we participate, showing his first god pack (Here, it's a god pack. Maybe in other places people could all a demigod):
1st - Tsareen 1 star card
2nd - Lilian immersive - 3 stars
3rd - Staryu shiny - 1 star
4th - Alola Raichu Rainbow - 2 stars
5th - Machop shiny - 1 start

So, to resume: 2 rarest card, 1 good one star card (3 diamond regular card) and 2 shiny cards (1 diamond) that maybe he has 30 copies of the regular one.

We discussion, and think that 1 star shiny card should not dispute with 1 star, 2 stars (regular and shiny), 3 stars and crown on a god pack.
They should dispute places with their regular version. So, hear me out:

When choosing a card for a pack, all rarity have their odd on the pack. That should stay the same way.
After the card is picked is where they should add a new step:
If that card has a shiny version, they should roll the dice one more time. So every time you get a card, you will have, maybe, 10-20% of chance to get the shiny version of that card.
So even on these packs that are only 1 or 2 diamonds, you will have some chance to get something good, if their shiny exists.

This seems more fair to both sides, company and players and would end that feel that you are on a bad luck streak.

    One-star shiny cards are too common to be included in God Packs.

    One-star cards in general shouldn’t be in god packs. They’re mostly terrible. They’re almost always low-hp, low damage, basic pokemon. That pop or the lights you get when opening a pack—the hope and excitement you feel wondering what good card you’ll get—only to get a/another one-star full-art…feels bad man.
