Have there been discussions on expanding the pack points to all packs as more sets come out?

I have a feeling the Pack Point system will remain as is: If you want cards from a certain set, you pull on that set and use the points from it if you don't get it. This is not the only Pokémon game DeNA has helped to make. In their game Pokémon Masters EX, there is a similar "pity system" of Scout Points that only apply to a specific scout and doesn't carry over to other scouts. The difference between Masters and this is that Masters's scouts are limited-time, while you have all the time in the world to get the cards you want by pulling on specific packs. I doubt the current pack points system will change in light of this.

That being said, I agree that a trade request system would be super welcome and convenient. Hopefully that gets changed in future updates!

@Dougbro1 I get your point, but you are omitting the fact that pack points in earlier expansions became practically useless.

I have 740 pack points in Genetic Apex and 255 in Mythical Island, for which the only use would be to get two star or higher illustration cards, which I don't really care for that much, and the amount is insufficient anyway.

I have absolutely no reason to open more Genetic Apex or Mythical Island boosters to get more pack points since I have to spend all resources to open boosters from Space-Time Smackdown to get at least one basic version of each card or two cards of those which are still viable in play, and move forward to Triumphant Light even though there is absolutely no chance I will get Shining Revelry, let alone Celestial Guardians done before another expansion release.

Allowing players to spend their pack points to get cards from other expansion besides the latest one would certainly help new players to catch up to latest expansion without completely skipping everything else.
