Unable to choose Pokemon with Candace

Unsure if this has been encountered or mentioned before. I used Candace and had 3 available cards to choose. Two of them were Pokemon and the third was an Energy. I tried choosing the Pokemon and it was not letting me. I chose the Energy and it worked fine, but kept trying to choose the Pokemon and almost ran out of time so I had to select "Done."

I essentially just conceded after that as I had 1 squishy active and no bench, which I would have been able to avoid if I could select them off of Candace. And they were marked as Valid targets by the game itself.
