Would you say that Ash is a gym leader?

In the anime, specifically in the orange islands, ash beats the champion of the orange islands, who is a "Gym Leader." Then he basically put the title on ash. I don't know if this is just "Champion" or "Champion Gym Leader." Let me know what you think.
