Cynthia Bug with new Garchomp Ex

I'm not sure if this is a bug or if it's intended. The wording of the card states "Garchomp and Togekiss" and I don't know if it is intended to work with Garchomp Ex. I have tested this a couple of times in a private verses match with my partner and it has never increased the damage of Garchomp Ex. Does anybody know if this is intended or a bug? Where can I officially report suspected bugs?
