Most species of Pokemon can safely consume chocolate. However, there are few species that should never be fed chocolate including Rockruff, Meowth, Eevee, Magikarp, and Arceus.

Are they dog Pokémon? if so, no. Otherwise, I think it should be fine.

Well now we just figured out the counter to all dog pokemon— forget using your own pokemon, just chuck a chocolate bar at them!

Fun fact, chocolate is toxic to most real life pets! It's bad for dogs, cats, birds, fish, and more!

I'm pretty sure all Pokémon can eat chocolate though since there was a chocolate Poképuff in XY and ORAS and no Pokémon had a special reaction to it.
